Counterpart Support Patterns Of China's Foreign Aid

The concept of foreign aid developing mode with Chinese characteristics wasproposed for the first time in National Foreign Aid Work Conference in2010, byexamining the history and practice of China’s foreign aid,this dissertation pointed outthat the foundation of foreign aid developing mode with Chinese characteristics is“foreign aid of counterpart”, the logical starting point of this model is the domestic“counterpart support” modal of regional development and poverty alleviation,“counterpart” is a rule-bound, Chinese characteristics of foreign aid of counterpart isalso epitomized in the institutional arrangements of counterpart. Foreign aid ofcounterpart is unique and superior in comparison with the major donor countries.According to the actual execution of the acts of foreign aid,the counterpart foreignaid can be divided into three types: local government counterpart foreign aid, nationalministries counterpart foreign aid and large enterprise counterpart foreign aid. Thispaper selected Shanghai assistance to Vietnam and Guinea, the Ministry of Healthdispatching medical teams and the China National Petroleum Corporation (CNPC)assistance to Sudan as case study, investigated its effectiveness and operationmechanism from the view of historical facts of counterpart foreign aid mode. In thethree types of foreign aid, the local government mode is the main, because the localgovernment mastered in addition to the central government the most resources.Counterpart foreign aid not only plays local initiatives, but also at the same timereduces the central government’s burden, so the effectiveness of aid can be guaranteed.National ministries counterpart foreign aid is to be able to take full advantage of theministries’ professional advantages of social division of labor, in many cases,the finalexecution of the tasks of foreign aid needs local governments for collaboration andcooperation. Large enterprises directly involved in foreign aid is a new trend,they can truly improve their self-development capacity of recipient countries and help themestablish a complete industrial system.Counterpart foreign aid mode with Chinese characteristics has its inevitability ofemerging in China, China’s national structure and the socialist central-local relationsare prerequisite,meanwhile the great achievements of the domestic counterpartsupport provide a realistic experience for counterpart foreign aid, this is also a processof interaction of domestic politics and international politics.This process will continuein the future, may becomes the gospel of the international foreign aid system.
