Since the Syria civil war broke out in 2011,millions of people have been affected.The refugee crisis has spread from Syria to the surrounding areas,even Europe.The Syrian refugee crisis has lasted for ten years,and has become the biggest humanitarian crisis.UNHCR has been responded to the Syrian refugee crisis since 2011.UNHCR has carried out humanitarian operations in Syria and the neighboring countries and established several refugee camps to ensure the survival needs of Syrian refugees.Until 2014,the receiving countries around Syria were overwhelmed and they began to reject refugees,so that a large number of refugees have fled to Europe.Under this circumstance,UNHCR established two regional operation frameworks in 2014,aiming to integrate the regional rescue forces at all levels and improve the efficiency of the operations.In 2015,with a large number of new arrival refugees at the border,the existing asylum system in Europe failed and the refugee crisis was out of control,so it is urgent to establish a new asylum system.UNHCR has actively participated in the establishment of the new asylum system based on its experience and interviews with refugees.UNHCR's response to the Syrian refugee crisis highlights regionalization.Sovereign countries are still the main participantsin refugee governance.UNHCR,through cooperation with countries,organizations and communities,has widely participated in refugee governance from multiple levels.Its operation has also expanded from humanitarian rescue to refugee resilience,trying to solve the refugee problems in a long-term way.UNHCR's response to the Syrian refugee crisis has maintained the international protection mechanism and improved regional operational frameworks.Regionalization has madeUNHCR's operations more targeted and to some extent eased the pressure of receiving countries.UNHCR has provided effective humanitarian aid to Syrian refugees and also helped refugees to become more self-reliance through education and employment.However,UNHCR also faces with some problems and challenges.First of all,regionalization means that UNHCR has to operate from four levels:international,regional,national and field operation.At the same time,it also needs to participate in a wide range of issues so that the operational system of UNHCR has become very complex,and the needs of finance and human resource are increasing.The widening gap between demand and supply of financial resources challenges the sustainability and effectiveness of UNHCR's operations.Secondly,the rise of international populism and the change of international attitudes towards refugees challenge the authority of UNHCR.Regionalization has transferred the pressure of rescuing refugee to the receiving countries.UNHCR's operations relies on the attitudes of receiving countries.As the receiving countries are more inclined to take unilateral actions,it may weaken international cooperation and undermine the authority of UNHCRUNHCR complements the inadequacy of national action as it helps to gather the rescue forces from multiple levels.The regionalize operations has enhanced the impact of the organization on regional level.However,with the new international environment,UNHCR needs to further strengthen and maintain its overall leadership at the international level.It should uphold the normalization of international cooperation and urge the international community to shoulder the governance burden.It also needs to clarify its operational responsibilities and closely cooperate with other international organizations so as to ensure its long-term participation in refugee governance.As the Syrian refugee crisis have become a long-term issue,helping refugees to realize self-reliance should be further promoted as an effective method to solve the crisis in the future.
