Land resources and agricultural production are closely linked and many industries production as well as development also can not be separated from the dependence on land resources,so that land exchange market potential is enormous.In order to make the land resources entering the market,we need to study the land property right system and its circulation way.Uganda,known as the Pearl of Africa,is rich in land resources,with huge market potential and high return on investment,its land system is unique to the land legal system in other parts of the world.Through the colonial period Uganda has been torn by the traditional land law system and the common law system of land Law,so that the land legal system is in a mess.The former colonial Uganda had no concept of land title.Land was used to under the control of the king and the clan,and it was not considered a property to enter the market.The rich land resources did not exert any power.During the colonial period,Britain gradually introduced the concept of privatization of land,and large tracts of land in different land ownership systems gradually returned from the royal family to the Ugandan citizens through leasing,gifts and inheritance.In the second half of the 20th century,Uganda studied land legal systems in Western countries for agrarian reform,including a clear reform of property rights and market-oriented reforms.The reformed Land circulation procedure in Uganda is clearer than before,introducing the procedural elements including the Torrens land registration system,improving the safety of land circulation,but also pulling down the efficiency of land transfer.Disputes may arise in the process of land transfer.Uganda's land dispute settlement mechanism is relatively complete,the establishment of a special land Court,supplemented by traditional solutions and after the reform of the confirmed mediation,different dispute resolution methods applicable to different types of disputes.The land reform in Uganda is in the forefront of Africa,and the concept of agrarian system and land governance is very backward compared with the developed countries.However,every step of the great attempt is progress,and their attempts also bring inspiration to the characteristic land system of Chinese capital production.China is a largest trading partner of Africa.China and Uganda are expanding the field of cooperation,and its scale has become increasingly large,with many industries involved in the transfer of land rights.In the process of China's investment in Uganda,it is important to understand local laws and policies to reduce investment risk and reduce trade disputes.Especially in the case of the relative backwardness of the legal system of the host country,it is very important to formulate a comprehensive coping strategy under the precondition of understanding the relevant legal system.
