The Value Orientation Of Public Policy Evaluation Research In Our Country

Public policy is bound to produce certain value orientation.The value orientation of public policy is not neutral.It has both positive and negative effects.In order to better play the positive role of public policy value orientation and curb its negative impact,we need to make a scientific assessment of it.It is of ten important theoretical and practical significance to adjust and abolish public policies in time and abolish the public policies which are not conducive to the cultivation of socialist core values,and to give full play to the positive role of public policy guidance to the core values of socialism.However,our country's policy assessment and related research and development started relatively late,and in the concrete evaluation practice,the evaluation of the value orientation of public policy has not received enough attention and attention from the government and the academic circle,which leads to the existence of various problems in the practice of the value oriented evaluation of public policy in China.The main manifestations of these problems are: the evaluation subject neglects the evaluation of the policy value orientation;the evaluation index is difficult to quantify the quantitative analysis;the evaluationcontent is missing to the policy value oriented evaluation;the results of the assessment are weak in the policy storage and abolition.The reasons for these problems lie in the following: the evaluation main body focuses on the economic benefit;the evaluation index is numerous and difficult to be integrated;the evaluation content is lack of innovation;the evaluation process is "formalized".The Central Committee of the CPC,issued by the Central Committee of the Communist Party of China,the plan of legislative revision of the socialist core values into the rule of law,points out that it is necessary to integrate the socialist core values into the whole process of the reform and reform of the laws and regulations,to ensure that the legislative guidance is more clear,more clear and more powerful,so that the laws and regulations can be better embodied in the state.The value goal,the social value orientation and the citizen's value criterion.Therefore,education guides people to carry forward and practice the socialist core values,which should be the fundamental starting point and the foothold of the value orientation of the current public policy in our country.Therefore,the evaluation principles of public participation,coordination,synthesis and extension should be carried out,and the value oriented evaluation of public policy should be strengthened from the construction of the evaluation system and the sound evaluation method.
