Research On The Core Values Of Public Policy In China

Public policy is to allocate the social value authoritatively. The allocation of value is the essence of public policy. Economic efficiency and social equity as two basic value orientations have been the focus of controversy at home and abroad. Generally, it is believed that the value of public policy depends on the choice of government's value, that is, depends on the value of the pursuit of public administration. For a country and a region, it is necessary to formulate and implement a series of public policy in order to solve many social and public issues existing or having been generated at the same time in the period of the economic and social development. These policies locating in different fields of social life and appearing in different periods constitute a system of policies respectively. In spite of the continuity of these policies, there are differences between them. They show a cyclical policy development. The important factor which results in and shows cyclical policy activities is the policy value. The changes of the policy's value depend on the changes of policy environment. These changes have contributed to the cycle of policy and social system innovation. It is wrong to say yes simply or no absolutely about these changes. When selecting a certain value it is not to say that other value is negative. The essence of the change of value is the change of the sort which depends on the choice of the people. So it is not to deny the important of the efficiency while stressing the important of fair value orientation in a certain stage. It is only a strategic choice which has important theoretical and practical significance in the social context of reform and opening up. During this stage the social construction is changing tremendously and social problems are being highlighted. In the course of the formulation of public policy, values of fairness and impartiality are lose in a certain degree, that is, the lack of impartiality, the lack of community , the tendency of self-serving and utilitarian. In addition, in the fields of income distribution, the initial distribution is inequitable. In order to overcome the social problems caused by the deviation of the value, it is necessary to improve the system of public policies to safeguard the public interest and to achieve a fair initial distribution in order to narrow the gap between the rich and the poor.
