Public policy is the political action or behavior regulation used by public organizations in order to achieve their specific goals. As the foundation of public resource distribution, public policy is always taking specific value orientation as its criterion. Since it came into being, public policies have chosen efficiency as its value orientation, which upgraded the validity of public administration. Nevertheless, the pursuing of efficiency soon left public policies with nothing but the only efficiency, making the value orientation biased. The development of public administration form the tradition to the modern is also the process of continuously embedding and promoting the impartiality orientation. The publicity of public policy determines the distribution of public resource to be fair. For public policy, highlighting justice is the foundation of its validity as well as the self verification of public organizations. In the period of the society transformation, the public policy is demanded by the whole society to distribute public resource impartially. Therefore, it is necessary to construct the public policy that is directed by the impartiality, and to assure the fair distribution of public resource by transforming government functions, advocating multi-governance, strengthening public authority and so on.
