Research On Perfecting Discipline Supervision System In Chinese Universities

The perfect discipline inspection and supervision system is an important institutional arrangement to guarantee the university to adhere to the socialist running direction,keep the wind fresh and the campus environment,and complete the basic task of the students.In recent years,with the frequent corruption cases in colleges and universities,the anti-corruption struggle of colleges and universities has been paid more and more attention from all walks of life,and combined with the research results of the party and state discipline supervision system reform,many scholars have turned to study the disciplinary inspection system.Based on the demand of theory and practice,taking the system contingency theory as the guide,absorbing the research results,and on the basis of studying the new policy of the Party and state discipline supervision system reform,this paper puts forward a contingency model of the disciplinary inspection and supervision systems in universities.This model divides the discipline supervision system into the environment system and the internal system,in which the internal system can be divided into five parts: goal and value system,Technology division system,social psychology system,Structure Division system and management system.In this study,the author puts forward the countermeasures according to the finding reason,and analyzes the six Oita system of discipline inspection and supervision system in colleges and universities in detail.It is found that the disciplinary supervision system in colleges and universities is confronted with imperfect legal environment,more supervision environment and more complicated reform environment,and the problems such as the lack of principal responsibility and the deviation of values in the target and value system,and the lack of specialization construction in the technical sub system.The lag of information construction and the problem of hardware facilities are not matched;in the system of social psychology,it is confronted with the problems of self supervision,supervision and professional satisfaction,and the problems of imperfect department structure,unscientific personnel structure and unclear power and responsibility structure in the structural system;The management system is faced with the planning of not specific,The decision-making mechanism is not scientific and the system executive power is insufficient and so on.After analyzing the problem by article by article,this research in the aspect of environmental hyper-system,this paper puts forward some countermeasures,such as speeding up the formulation of special laws,optimizing the dual leadership system and weakening the administrative color of colleges and universities,and puts forward some countermeasures,such as defining the function orientation,strictly putting the personnel entrance and so on.In the technical system,the Strengthen information construction and increase capital investment and other countermeasures;In the aspect of social psychological system,the author puts forward some countermeasures,such as perfecting supervision mechanism of discipline supervision cadre,strengthening responsibility consciousness,promotion and incentive mechanism,etc.in the aspectof Structure Division system,the paper puts forward perfecting the disciplinary supervision organization system of colleges and universities,To increase the establishment of discipline inspection inspectors and to scientifically determine the responsibility of discipline inspection and supervision departments;in the aspect of management system,the paper puts forward some countermeasures such as the scientific work plan,the power operation mechanism and the responsibility investigation mechanism of the executive supervision and separation of decision-making power.
