Organizational culture is key to improve the enthusiasm of members of the organization and achieve organizational goals.The research of organizational culture started in America in primary.It focused on corporation.Because of the diversity of the Chinese organizations,the western scholars' studies on organizational culture had failed.Among the many types of organizations in our country,public institutions are social organizations established in accordance with the law and engaged in public service and not for profit.They are one of the organizational forms with Chinese characteristics.Public welfare type II institutions is the most unique form of organization with Chinese characteristics.Its establishment for public welfare and profit.This essay focuses on public welfare type II institutions,especially Beijing Beihai Park to breaking the traditional perspective of organizational culture studied which focused on corporation by foreign scholars in the past and put forward the theory about building organizational culture of public welfare type II institutions with Chinese characteristics by qualitative research,questionnaire survey,dialogs,case studies etc.Compared public institutions and corporation,the essay poses the different concept of organizational culture between public institutions and corporation.It also defines the concept about organizational culture of public welfare type II institutions.The organizational culture is a value system which is set by leader of the public institution.The value is spread from leader to workers and also can makes workers encourage each other to work hard.There are problems in setting up the organizational culture of public welfare type II institutions,such as the issue setting on non-performing areas,the low level of employee recognition,,the imperfect system of guarantee,the single manifestations and the insufficient performance.In the field of communication,there exists the problem of communication floating on the surface,the lack of affection,and the diminishing of the transmission efficiency.In the field of audience,there are problems that audiences pay less attention to organizational culture and learn organizational culture perfunctory.According to the problems,this essay can pose the explanations and suggestion.
