The reform of relatively centralized administrative permission right is an important part of the reform of administrative approval system.This paper focuses on the reform of relatively centralized administrative permission right in Xuyi county of Jiangsu province.In order to accurately grasp the concept and characteristics of the reform of relatively centralized administrative peramission right,this paper gives a general overview of the history of China's reform of administrative approval system,and describe the historical development process in details,comb the historical relationship between the reform of relatively centralized administrative permission right and the reform of authority of administrative penalty.This paper applies the theory of service-oriented goverlment and draws on the comprehensive reform of three element analysis model,analyzes the content of the reform of relatively centralized administrative permission right in Xuyi county from the three dimensions:Right definition,structural transformation;and process reengineering.Define power by making "five lists,and combine online and offline organizations to normative rights;In terms of organizational structure,to build a new govermance structure of "one bureau and four centers",and adjust the other government departments through "three centralization three in place",build the "five-in-one" supervision system,and set up a leading group for the reform of administrative approval system.The process of reengineering is carried out through centralization;postfix;cooperative;new design.Through reform,the county of Xuyi has strengthened its regulatory power,and achieved functional integration,improved approval efficiency,saved labor costs,and reduced rent-seeking space,improved the satisfaction rate of enterprises and the masses.But the government has too much power and lacks of uniform reform standards,the changes in laws and regulations are lagging behind.Administrative approval matters are still more,the approval process remains cumbersome,the problems of regulation?information barriers.the up and down problems of administrative approval system still exist.Therefore,the government need to further reduce the delegation of power,introduce normative documents in time,accelerate the establishment,modification and abolition of the law,share government data resources,advance integrated reform,innovative approval model,continue to deepen the reform.
