Research On The Inevitability And Path Of The Development Of Deliberative Democracy In China

Deliberative democracy,as a new form of democracy,is put forward by western countries to solve the drawbacks of representative democracy in modern society.However,looking back at the historical process of China and the West,we can found that the historical practice has already contained the thought of consultation.Civic meeting,Deliberative Polling and Citizens Jury in the modern western society are more mature forms of deliberative democracy.Under the guidance of Marxist democratic theory,the Communist Party of China has led our country to negotiate,following the Marxist United Front Theory,Marxist Popular Sovereighty Theory and the view of justice.The consultation focuses on the cooperation between the Kuomintang and the Communist Party,the Triangular Organization Regime,the Chinese People's Political Consultative Conference and the multi-party cooperation and political consultation system under the leadership of the Communist Party of China,and the system of people?s congress.Both Western and Chinese consultative democracy are interlinked.On the basis of combing the historical process of consultative democracy of the West and China,and summing up the practical forms,this paper concludes that consultative democracy is a historical choice,and summarizes the essence of consultative democracy and its inevitability and necessity of development in China.Consultative democracy can make up the shortcomings of electoral democracy,improve the scientificity and political legitimacy of decision-making,cultivate citizens 'ability to participate in politics and literacy,then promote the construction of socialist harmonious society,and build a community of common destiny for mankind.The development of consultative democracy in China has a favorable material basis,institutional guarantee,cultural origin and practical basis.There are also some unfavorable factors.For example,the influence of two thousand years of feudal society,the impact of western democratic ideas,the imperfect institutional mechanism,and the immature social environment,and so on.If we want to break the shackles of unfavorable factors and make consultation democracy better serve the building of a strong socialism modernized country,we need to adhere to the party?s leadership,the people as masters of the country and the rule of law,and achieve the harmonious development of electoral democracy and consultative democracy,so that the two complement each other.At the same time,we need to improve the institutions and mechanisms of consultative democracy,foster civil society and democratic awareness,and promote the building of social environment conducive to the development of deliberative democracy.
