Shanxi is an area with rich coal reserves in China,and the exploitation of coal resources is a “double-edged sword”.On the one hand,abundant coal resources can provide material conditions and economic for the economic and social development of resource-based villages.On the other hand,coal resource exploitation is also a destructive production activity,which is likely to cause deterioration of ecological environment,destruction of natural vegetation,land subsidence and other negative external natural disasters.In addition,the mining of coal resources will bring huge benefits because of its own unique profitability.If the distribution of benefits is not balanced,it will easily lead to social problems such as increased polarization between the rich and the poor,intensified social conflicts,and alienation of cadre relations,which will affect the effect of village governance.Eventually,it effect the village governance and social stability.Since the Nineteen National Congress of the Communist Party of China,the central committee of the Communist of China has proposed to accelerate the modernization of agriculture and rural areas.The strategic layout of the Nineteenth Congress has put forward new requirements for the development of the rural areas.To implement these new requirements,it is inseparable from the extensive participation and support of the rural cadres.Therefore,correctly understanding and dealing with the relationship between the cadres and the masses in resource-based villages,especially the relationship between the villages where the state-owned coalmines are located,has become the focus of this study,and it is also a difficult point.Research on the relationship between resources and villages will help realize the effective governance of resource-based villages,promote the development of Shanxi's transitional leap forward,achieve the goal of fully building a well-off society,and further contribute to the realization of the great rejuvenation of the Chinese nation.From the perspective of property rights politics,the paper uses empirical research and comparative analysis methods to analyze the process of changes in the relationship between the cadres and the masses in a typical resource-based village in Shanxi.In addition to the introduction,this article consists of five parts and the content is arranged as follows:The first chapter defines the basic theories of property rights and introduces the background of the case.This part mainly includes the clear definition of related concepts such as property rights,property rights system,state-owned property rights,state-owned property rights,resource-based villages,and cadre-group relations,as well as the introduction of case background.The second chapter describes the situation and changes of the village-mass relationship in A village before and after state-owned coal mine established.The specific performance is that the state-owned coal mines are harmonious before the state-owned coal mining.The third chapter analyzes the influence of state-owned coal mines onthe relationship between leaders and the masses on the resource-based villages.Combining with the theory and function of state-owned property rights and the changes in the relationship between leaders and the masses in A village,the author finds out that the incomplete incentive mechanism of state-owned property rights leads to profit-making village elites;the unreasonable restriction of property rights has resulted in the absence of a democratic mechanism and insufficient protection of property rights.Finally,it caused conflicting relations between leaders and the masses in A village.Chapter four proposes the path of optimizing the relationship between the leaders and the masses in the perspective of state-owned property rights.This article explores the path to build a harmonious relationship between leaders and the masses on the resource-based village.The three aspects include improving the management of property rights,ensuring the protection of the mechanism,and improving democracy and autonomy.The fifth chapter summarizes the full text.It is concluded that the property rights of coal mines are closely related to the development of resource-based villages,and indirectly affect the changes in the relationship between leaders and the masses in resource-based villages.In the case of the failure of the function of the state-owned property rights,the exploitation of coal resources will inevitably cause competition between the interests of coal mining enterprises and villages and competition for power within the village,which will cause disharmony in the relationship between leaders and the masses.
