Research On The Equalization Of Public Cultural Services In Shandong Provincial Library

The core goal of the construction of China’s public cultural service system is to achieve equal and full coverage of social oriented public cultural services.As a public cultural service institution,various levels and types of public cultural venues are an important component of the public cultural service system with sharing and inclusiveness as the main body.They shoulder the significant historical responsibility of achieving the goal of equalization of public cultural services.This is also one of the key points of future planning in the cultural field in the report of the 20th National Congress,highlighting the social responsibility and responsibility of public cultural service institutions represented by libraries.Therefore,whether now or in the future,libraries should adhere to the ultimate goal of achieving equalization of public services,adhere to the reader centered service concept,adhere to the social attributes of inclusivity and public welfare,summarize and improve work methods and ideas in their work,explore implementation strategies for achieving equalization of public cultural services,and ensure the basic cultural rights and interests of citizens as their work goal,The purpose is to solve the current situation of unbalanced social effective supply and demand in the field of public cultural services.As the largest public library in Shandong Province,the Shandong Provincial Library leads the development of the public library industry in the province.The level of equalization of its services has a significant impact on the equalization development of the public cultural service system in Shandong Province.Based on the analysis of the connotation of equalization of public library services,this study takes Shandong Provincial Library as the research object,guided by theories such as new public services,to study the issue of service equalization.Based on data collection and on-site research on the service work and construction of Shandong Provincial Library,this paper summarizes and summarizes the current development status of service equalization in Shandong Provincial Library.By adopting the Delphi method method and the analytic hierarchy process,the evaluation index system of the equalization of public library services is established.By establishing the evaluation index to calculate the data,the overall situation of the equalization of public cultural services in Shandong libraries is objectively studied and analyzed.It can be seen that Shandong Provincial Library has indeed made some achievements,but the problems and shortcomings it faces are also obvious,such as the relatively lagging infrastructure of the library,inadequate service content for special groups,insufficient investment and use of digital resources,and the need to strengthen talent team construction.These problems have seriously affected the progress of equalization of library services,due to insufficient government attention,insufficient and effective utilization of library’s own initiative,lack of efforts in new media resources and publicity construction,and outdated service concepts among the library staff.Only by providing guarantees from various aspects such as policies,funds,facilities,talent,digitization,and fully leveraging the role of the government and libraries themselves,can service efficiency and level be improved.By taking measures such as strengthening the basic guarantee of library service equalization,leveraging social cooperation to promote service equalization,enhancing digital service capabilities,and strengthening the construction of professional talent teams,libraries can gradually promote the social goal of achieving equalization of public cultural services.
