The Research Of Legal System Of Information Assistance In China

Entering into the new era of socialism with Chinese characteristics,the main contradiction of our society has been transformed into the contradiction between the people's growing good life needs and unbalanced development.Currently,the unbalance and insufficient development of knowledge and information in the region and in the group breaks the desire of some people to pursue a better life.The information poverty of the information vulnerable group is still the most prominent "short board" in the construction of our social security system.Therefore,the exploration of information assistance systems for information vulnerable groups should become a research topic that will never be out of date and continue to innovate.Based on the existing laws and regulations and research literature in China,this paper defines the information vulnerable groups as rural residents,disabled persons,unemployed persons,minors and seniors.The statistical analysis and inductive deduction method have been used to analyze laws and regulations related to information assistance,that has been about 25 years since the construction of the information superhighway in 1993.Starting from the two aspects of current information aid laws and regulations system and implementation mechanism(including enforcement mechanisms,supervision and accountability mechanisms,and assessment mechanisms),this paper analyzes the evolution path of China's information assistance legal system,and summarizes the development content and characteristics of each stage.On this basis,using the policy assessment method and comparative analysis method,the rural residents are selected as the assessment objects,and the project or plan formulated by the rural residents in a certain stage of China's information assistance laws and regulations is selected as the evaluation content.Based on the existing statistical data issued by the national bureau ofstatistics and the official bodies,this paper explores and constructs a set of evaluation system to verify the implementation effect of China's information assistance legal system.Through the analysis of the evolution path of the legal system of information assistance and the assessment of the effectiveness of institutions represented by rural residents,it is pointed out that the development of the legal system of information assistance in China has achieved good results in the gradual improvement of the legal and regulatory system and the continuous improvement of the implementation mechanism.But at the same time,there are insufficient,unbalanced and incomplete shortcomings in the subject,object and content of the assistance,as well as the lack of supervision and accountability and evaluation mechanism.
