Study On Strengthening The Construction Of County-level Leading Group

The county is always the most important level in the administrative level of our country,which has the strategic position of connecting with the past and strengthening the foundation.The leading group at the county level is the leading organization of the party committee and government at the county level.Strengthening the construction of the leading group at the county level and enhancing the comprehensive ability of the leading cadres at the county level play an important role in enhancing the overall county economy,improving grass-roots governance,and ramming up the livelihood of the people.In 2016,the county level leading cadres of Lvliang city have been changed,and it is an important task for Lvliang to strengthen the construction of the leading group after the change.As a cadre of the Organization Department of the Lvliang Municipal Party Committee,the author personally participated in the reconstruction process of the county leadership in Lvliang,and participated in the investigation and research activities on the ideological state and work status of the new leading group at the county level after the change of office.Drafting and drawing up relevant documents to strengthen the construction of county leading bodies and making the strengthening of county leading group as the research object of their master's thesis,hoping to contribute to the improvement of the construction level of the county leading bodies in Lvliang City.This thesis mainly includes four parts.The first part is an overview of strengthening county leadership construction.In addition to several important concepts involved in this paper,this part analyzes the urgency of strengthening the construction of county leadership.The second part is the current situation of the construction of county leadership in Lvliang City.Based on the analysis of the structure of the county level leading group,this part discusses the main methods adopted in the construction of the county level leading group in Lvliang from five aspects.The third part is the problems and reasons in the construction of the county-level leading group inLvliang City.This chapter enumerates and analyzes the main problems existing in the construction of the county leading group in Lvliang from six aspects such as the concept of party spirit,active learning,formalism and so on,and analyzes its causes deeply from the aspects of thought,mechanism,history and so on.The fourth part is the countermeasures to strengthen the construction of county-level team in Lvliang City.This chapter is the core of the whole thesis.In view of the above-mentioned problems and reasons,we should strengthen seven aspects,such as strengthening the cultivation of the Party spirit,strictly enforcing political discipline,and perfecting the system and mechanism,strengthening organization and leadership,put forward more systematic countermeasures and suggestions to strengthen the construction of county leadership.
