Research On Metropolitan Police Service Function From The Perspective Of Innovation Of Social Governance

The police service function is an important function of the modern police.Metropolis is the product of modern economic and social development.It also has the characteristics that the urban resident population reaches a certain scale,gathers residents of different cultures,occupations,and languages,concentration of politics,economy and infrastructure.has all kinds of modern city functions,transportation,trade,finance,and other elements freely flow and occupy a dominant position.Here,citizens' awareness is rising,civil society organizations are growing,and public demands for the quantity and quality of police services are constantly improving.As a bridge and link between the government and the masses,the metropolitan police departments must also adapt to the requirements of the modernization of the country's governance system and governance capabilities,and constantly improve their own service functions.More and more scholars have conducted multi-faceted and multi-perspective researches on the theme of police services.This paper takes the metropolitan police service function as the theme,takes the innovation of social governance as the perspective,and conducts the research through literature research,case analysis and comparative research.First,understand the development of domestic and foreign police service functions.Based on the analysis of the scholars of the police role positioning,service work,and the core concepts of this paper,this paper proposes that the police service function should be based on the maintenance of public safety and social order as the core purpose or value pursuit.Secondly,this paper classifies the current police service content based on the experience and data collected.From a theoretical point of view,using the theory of public goods to sort out the attributes and methods of providing services.Supported by governance theory,it is possible for the police to play the role of "arranger" and "leader" of public services.Finally,from a practical point of view,this paper analyzes the current status and challenges of the police service functions through investigation and data collection of the Public Security Bureau of Jinan City.Point out the current causes of the “ineffective service” of urban police in China from the inside and outside.By referring to the excellent experience of Los Angeles,Japan,Hong Kong,this paper puts forward measures to improve the function of metropolitan police service from three aspects: rational positioning,Multi-agent governance and improve public relations.
