Study On Risk Assessment Of Social Stability In Urban Village Reconstruction

Since the 40 th anniversary of reform and opening up,driven by the trend of marketization and globalization,China has seized this good opportunity and given full play to its own advantages.The process of modernization has been accelerated at an unprecedented speed.China's comprehensive national strength and the income and living standards of urban and rural residents have increased substantially.But this process also has a series of contradictions and problems.Especially in the process of rapid urbanization,the malpractice of urban-rural dual system has created the unique phenomenon of "village in city" in China.Public service as a result of the village are widespread in the city,municipal facilities of form a complete set of old,bad living environment,security conflict,social security and management of complicated problem,not only seriously affected the city overall image promotion and reasonable development and utilization of urban space resources,and liable to cause conflict in the demolition and reconstruction mass incidents bring social instability.Therefore,how to solve the problem of village in city in the long run and realize the refinement of urban management is a new challenge to our social governance.The problem of village in city is not only a matter of material form,but also a thorny social form.The biggest difficulty lies in how to dynamically and effectively resolve the potential unstable factors in the reconstruction of urban villages and ensure the smooth development of urbanization and social harmony.We are now in a critical period of social structure transformation and system transition,especially in the rapid development of the Internet today,if the urban village problem is a slight mistake will make the social contradictions once again become a flash point.The report of the 18 th national congress of the communist party of China(CPC)calls for the establishment and improvement of the risk assessment mechanism for social stability in major policy decisions.This is a major measure to strengthen and innovate social management.It is an institutional construction that plays a major role in maintaining social stability and promoting social harmony.It is of great significance to promoting scientific,democratic and law-based decision-making and preventing and resolving social conflicts.Up to now,although a series of explorations and practices have been carried out to establish the risk assessment mechanism for social stability throughout the country and their own stability assessment model has been formed,the stability assessment for each major project is still not detailed.taking the transformation of T village in N city as a case,this paper studied the processes of social stability risk assessment for the transformation of villages in the city,found problems existing in the evaluation of project stability and put forward Suggestions for improvement,provided scientific basis and theoretical reference for ensuring the scientific decision-making and smooth implementation of the project,and moved forward the critical point of maintaining social stability.Firstly,this paper expounds the research background and significance of social stability risk assessment of urban village reconstruction,summarizes the research status and development of social stability risk assessment of major projects by experts and scholars at home and abroad,and establishes the framework of this paper.Second,after determining the research methods and innovation,for defining the relevant concepts and clear,established in this paper,the theoretical basis for the risk society theory,socialevaluation theory and stakeholder theory,and on this basis,the introduction of N,T village inside city transformation of social stability risk assessment case study,analysis of its main evaluation process and results,and found a project in the process of the stable operation and subsequent problems found after on-the-spot investigation.Thirdly,by introducing the models of social stability risk assessment in typical areas in China,this paper summarizes the excellent inspirations and experiences worth learning from various models,and puts forward Suggestions for improving the stability assessment mechanism of urban village reconstruction projects.Finally,the research contents of the paper are summarized and prospected.
