The state's right to know is the right of the state to obtain relevant information in international relations.There are few direct researches on the concept of " the state's right to know" in academic circles,but there are many researches on transparency,the relativity concept of state sovereignty,sovereignty transfer and intelligence work in the field of the international law.Among them,the transparency in international law is the obligation of the state's right to know.The relativity of sovereignty is the theoretical basis of the state's right to know.The transfer of sovereignty is the precondition of the state's right to know.The study of the international law of intelligence contains some theoretical discussions on the right to know in many countries.In practice,the content of the state's right to know has already appeared in various fields of international law,and the excessive information collection behavior of individual countries suchas "PRISM" has also caused widespread international discussion and boycott.The purpose of this paper is to collect the scattered provisions in international law with a discussion of the academic theory,and to define the connotation and extension of the state's right to know based on the provisions of international law.It also tries to find out the conditions and restrictions existed at the exercising of the state's right to know,under the background of the globalization and the information age.The analysis of the value of the right to know indicates China's stance on information acquisition,that is,supporting information sharing and win-win strategy while resisting the violation of the state's information sovereignty resolutely.Putting the state's right to know as a new perspective and a new resolution of solving many global problems,China attempts to win discourse power in the field of international rule making,to establish the national image of a responsible big country,and to relieve the pressure of public opinions on informational disclosure imposed by the international community.
