Research On Local Cooperative Covernnance In Erdos

Since the 1980 s,the human society has gradually moved towards globalization and post-industrialization.This historic social transformation movement has brought many difficult problems of public governance,and social governance is facing a great test.In the 1990 s,as a branch of governance theory,cooperative governance has become an important way for western countries to rebuild government authority,rebuild government image and solve the problem of public governance.The report of the 18 th National Congress of the CPC pointed out that a new system of social management should be set up to improve the leadership of the Party committee,the responsibility of the government,social cooperation,public participation,and the legal system to ensure the "Five-Pronged Overall Plan" system of social management,which objectively indicates the inevitability of taking the road of cooperation and common governance.The presentation of "Five-Pronged Overall Plan" means that the transformation of social management from "management" to "governance" is the inevitable choice of social governance in the present era and promotes the development of cooperative governance.Based on the theory of cooperative governance,this paper analyzes the connotation,composition,status,characteristics,value orientation and implementation dilemma of cooperative governance.Through the collation and investigation of the data of "three societies' linkage" in Ordos City,Inner Mongolia,it is found that although Ordos City has made initial achievements in the field of grass-roots cooperative governance,there is still some limiting factors such as insufficient governance capacity,declining trust,effective cooperation vacancy,low level development of local social organizations and lack of enthusiasm among citizens.Aiming at the restrictive factors of "three societies' linkage" in the process of local cooperative governance in Ordos city,and drawing on the experience of local cooperative governance at home and abroad,this paper puts forward to improve the governance ability and level of local governments.Building trust and cooperation platform based on consensus;pursuing real decentralization and cooperation;cultivating and developing local social organizations;strengthening substantive participation in local cooperative governance.According to the actual situation of local cooperative governance in minority area,this paper puts forward the way of improving local cooperative governance,in order to provide some theoretical references for the local cooperative governance in other frontier ethnic minority areas of our country.
