Study On The Construction Of Professional Ethics Of Civil Servants In Mongolia

Civil servant is a kind of occupation that holds a certain position,has professional ethics,is public service for the society,it is a kind of special profession type.The professional ethics and working ability of civil servants directly affect the social reputation of civil servants.As representatives of civil servants in government departments,their work is often associated with the public and is therefore subject to public concern.Therefore,the priority of civil servants should be to serve the interests of citizens.The main reason why Mongolian citizens lack confidence in Mongolian government is that civil servants at all levels lack certain moral standards.Mongolian people’s living standard,the family and the living environment depends on the government’s public policy or public administrative action,civil servants fulfilling professional ethics is the basis of public decision-making rationality and daily responsibilities to complete.In Mongolia now society,some civil servants lack professional ethics appear more prominent,its public service and public interests onlya particular group,the purpose of public rights abuse may be to rent-seeking,money or deal,job promotion.Since the 1990 s began to democratic reform,Mongolia country to free market economy,the dictatorship of one party and ideology of political control was overthrown,before the country’s totalitarian system lack of the supervision and management of public service mechanism.Although the current state in Mongolia about civil servants moral laws and regulatory documents,but the lack of implementation and control of supervision mechanism,lack of civil servant professional ethics education at the same time,so to a certain extent,led to the public sector of bureaucracy and corruption of public officials.This paper takes the Mongolian civil servants professional ethics construction problems as the research content,this paper expounds the related concepts and theoretical basis,analysis of the current situation of Mongolia in the career morality construction of civil servants,existing problems and the reasons of the problem,draw lessons from the experience of other countries in the career morality construction of civil servants put forward to strengthen the construction of the Mongolian ethical way.
