| Higher vocational education plays an important role in the development of social economy,and it cultivates the technical and skilled personnel needed for economic construction.Under the background of the new era of socialism,Quanzhou’s economic development is in the critical period of industrial transformation and upgrading.Thus there is a higher demand for talents.However,at this stage,the cooperation between higher vocational colleges and enterprises is still lacking in depth,and the shortage of technical and skilled personnel in society is still serious.The role orientation of local government in the cooperation between schools and enterprises is the key to the long-term operation of the cooperation mechanism between schools and enterprises.In this paper,research is done on the school-enterprise cooperation of Quanzhou higher vocational colleges.Based on the theoretical pattern of new public service and collaborative innovation,the government’s behavior in the school-enterprise cooperation in Quanzhou higher vocational education is studied by studying and comparing documents,as well as communicating with related personnel and listening to their precious opinions.Quanzhou government carry out school-enterprise cooperation through ways like policy guidance,economic measures,the establishment of supervision and evaluation mechanism and the building of information exchange platform.In the course of the implementation of school-enterprise cooperation,some problems have arisen,which are manifested in the lack of policy support and the lack of strength of policy enforcement,government’s insufficient attention to the development of higher vocational education,inadequate incentives and investment,imperfect supervision mechanism and the like.On the one hand,problems are caused by the vague orientation of government’s functions,the shortage of cooperative intention and innovative governance.on the other hand,the difficult situation is caused by the failure of effective integration of government resources,the lack of understanding of the significance of supervision and the lack of awareness of social services.Based on learning the experience of Shaoguan Government of Guangdong Province’s and Xiamen Government of Fujian Province’s promoting school-enterprise cooperation,combined with the new public service and collaborative innovation theory,this paper finally puts forward optimized proposals for government’s behavior in the school-enterprise cooperation in Quanzhou Higher Vocational education.The government is supposed to formulate systematic supporting policies,improve participation enthusiasm,build a perfect incentive mechanism,increase financial input,establish a school-enterprise cooperation communication mechanism and improve the school-enterprise cooperation supervision and evaluation mechanism,adopt differentiated optimization strategies for different participants in the school-enterprise cooperation and open up communication channels for school-enterprise cooperation. |
