The Research On The Local Government Purchase Of Pension Service

Population aging is an inevitable trend of demographic development.With the advancement and improvement of the economic and technological level,the human life is spanning,and the world already has been aging phenomenon.Currently,the total number of China’s aging population has exceeded 100 million, meaning that has entered the aging society.One of the effects of population aging on society is that pension needs of older population increases,which traditional family pension and pension institutions have been more difficult to meet.Existence of a large population base,and high level of economic development,it is difficult to fully emulate the social welfare pension system in developed Western countries.Therefore,China is facing more serious pension problems caused by aging population.As a national exercise of public power and public service providers,the Government is duty-bound to protect the rights and interests of older persons,and is also obligated to provide pension services in line with their needs."Old before getting rich" is one of the characteristics when China’s aging society,which led to the pension services supply pressure and increasingly difficulties.To solve this problem,our local governments try to purchase pension services.It is not only specific application of government procurement of public services,but also the inevitable trend of social care service development.In recent years,it has achieved some success first in the regions which domestic economy are more developed,after more regional practice,it is becoming more of an effective measures for governments to supply pension services.Looking around the practice,the pension services government purchased are primarily community home care services and pension agency services,and the social forces are actively involved in the pension services business by the government,to explore the path of pension service supply diversification together.Although actively exploring around the government purchase pension services achieved a lot on the road,there are many practical problems:First,the lack of a sound system and a solid legal protection system;the second is the lack of government investment in the purchase of financial services efforts;the third is less social forces to participate in the government pension service business support;Fourth,access to government pension services purchased audience wider than and narrow.How to strengthen and improve the government’s purchase of pension services is worth pondering.Government procurement of services is product of market-oriented reform in Western countries,where it gradually developed.Therefore,learning from foreign governments’ experience is helpful for our local governments to seek solutions.Specifically,our local governments can improve pension services purchased from the following acts:First,under the concept of the rule of law to improve the legal system of the government purchase of pension services;Second,strengthen the government purchase pension services financial protection efforts;Third,guide and support social forces to actively participate in the construction of pension service;Fourth,to expand access to government pension services range of audiences.Currently,the most important task is to strengthen the government purchase pension services legislation,and to establish and improve the pension service system,to standardize government purchase pension service behavior with the concept of the rule of law,in order to make government purchase pension services legal.
