Study On The Improvement Of The Social Assistance System For The Only-child-died Family In Shishi City

With the policy of "full implementation of the two-child" proposed in the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,one-child policy come to an end after 30 years complementation.During this period,the number of one-child Family continuously increased,one-child families' suffering of the blow of losing single child increases correspondingly.At present,the number of the Only-child-died family in China continues to increase at the rate of 76,000 annually.Facing with this situation,our various circles of society and government should pay full attention to these special family,doing whatever their can to give these families as much support as possible.Our state's measure is bringing in the professional standpoint about helping these family,with the guide of the government,organizations and individuals playing the role of assistant,establishing the content of helping these family.This study is selted the object of the Only-child-died family at Shishi City,collecting the Only-child-died family data and carrying on the case interview to know these families ' economic conditions,physical conditions and operational abilities.As the basis of social relief system,Maslow's hierarchy of needs and Polycentric Governance,this thesis will analyse the actual requirement of these families.The thesis will discuss the problem of the Only-child-died family social assistance system at Shishi city base on the current policy about these families.In this article,we can discover the route cause of the problem as the following:The insufficient of government assistance(the lag of policy making,the imperfection of supervising system and unconsummated related systems and the ignorance of dissimilarity in these families),The deficiency of Social assistance(Our social assistance's attitude is negative,our self-development is immature and our communication platform is insufficient),The limited of self-help(these families are exclude the outside world,they are resentment and lacking of spiritual life).With the guidance of Polycentric Governance,thesis is analyzing the actual the Only-child-died family condition at Shishi city and seeking solution of improving the social assistance system to the Only-child-died family.This thesis is aim at clarifying the responsibilities of the government,promoting the implementation of policies,perfecting supporting policies.With the advocacy of social organizations participating in the rescue and the encouragement of developing these families' s subjective initiative,helping these family step out of the shadows.
