Research On Aquatic Products Processing Industry Government Subsidy Policy

Industry aquatic product processing industry has played an important role in every important period for the development of Marine and gradually,and has become the backbone of the Marine industry.Nearly 200 years,with the development of Marine resources,fishery resources scarcity gradually,and its seasonal,regional characteristics have some reflection in the aspect of market supply and price,restricts the development of aquatic products processing industry.So many countries formulate subsidy policy as the security of sustainable development and food safety.As aquatic products trading powers,Our country's products processing industry foundation is weak,and there also have many problems in its development.So,development of aquatic products processing industry needs a lot of money and policy support.Our country has introduced a series of subsidy policies and measures to promote the development of Industry aquatic product processing industry.Mainly responsible for aquatic products processing industry subsidy are central government and local governments,it also include some public service agencies which have the government background.The form of subsidy mainly rely on direct subsidy form fiscal transfers,tax incentives,discount loans and other cost reduction,especially emphasis the fisheries subsidies and use special subsidies.This article analyze the subsidy's present situation and the framework and found out that the current subsidy policy is in line with the WTO trade rules.The subsidy has a positive influence on the development of aquatic products processing industry.But still have some problems need to be solved,such as the amount of subsidy is insufficient,the subsidy structure is unreasonable,the legal system is not perfect and cause some international trade litigation.These subsidy policies also caused some attention of trade protectionism,such as the abroad "anti-dumping" "countervailing" etc.Subsidy policies exists some problems which need to be improved and in line with international standards.On the basis of previous studies,this article combined with typical cases and draw lessons from foreign advanced countries government subsidies experience,put forward the core ideas: The government should increase the support of aquatic product processing industry,increase financial investment,improve the scope of subsidies.Besides,the government also should help broaden the financing channels,innovate financing mechanism;The government should adjust the types of fisheries subsidies,improve thescience and technology input,support innovative research,lowered prohibitive subsidies,reduce international litigation rate;The government should perfect the law and system reform : perfect the legal system of subsidy,strengthen the subsidy regulation mechanism,build countervailing mechanism,maintain our own interests and try to perfect our country aquatic products processing industry government subsidies.
