Research On The Equalization Of Rural Basic Public Services In Zhanjiang

Since 2006,the National People's Congress has for the first time put forward the principle of “equalization of basic public services”,studied and implemented the spirit of the Sixth Plenary Session of the Sixteenth Central Committee,built a socialist harmonious society,gradually achieved the equalization of basic public services,and then transformed into the major social contradictions of the 19 th National Congress,requirement to speed up the realization of equalization of basic public services.The party and government have been working hard to improve the country's basic public service system,and solidly promote the realization of equalization of basic public services.In the new era,the major contradictions in society have undergone changes,this shows that the needs of the people have changed from the basic material and cultural needs of the past to the need for a better life,general material and cultural needs have been met,transformed to high-grade material life and high quality spiritual and cultural life.Therefore,it is imperative to further promote the equalization of basic public services to alleviate the insufficiency development of poverty and remote areas in China and the unbalanced development between urban and rural areas,between the eastern and western regions,and social groups,and to promote the full and coordinated development of all areas of public services such as education,medical care and social security in China,achieve full coverage of basic public services.This paper takes the effectiveness and problems of basic public service construction in Zhanjiang demonstration village as the research object,and explores how to achieve the equalization of basic public services,this has important theoretical and practical significance for Zhanjiang and the whole society.According to the national conditions and the analysis of our country's basic public service related policies,understanded the importance and necessity of fully realizing the equalization of basic public services in Zhanjiang.This paper adopts literature analysis,case analysis,investigation research and comparative research methods.First defined the main contents of the related concepts of equalization of basic public services,and based on the research results of public goods,welfareeconomics,fairness and justice,the new public management and new public service theory which related to the equalization of basic public services at home and abroad.Combined with the collected data and the actual establishment of the demonstration village in Zhanjiang,it elaborates the significance of the equalization of basic public services for Zhanjiang and even the whole country,and summed up the achievements in the process of establishing Zhanjiang equal demonstration village at present.Then,from the theoretical analysis and actual investigation results,it was pointed out that the creation of the demonstration village in Zhanjiang was mainly based on the lack of awareness of basic public services,lack of total supply,unreasonable supply and demand structure,defects in the existing transfer payment system,and low supply efficiency of the government.Then a typical case analysis was conducted on the first and second batch of two demonstration villages.Finally according to the construction experience of basic public services at home and abroad and combining with the practice Zhanjiang demonstration village put forward the countermeasures: sounding a basic public service legal system,establishing a basic public service system for urban and rural areas,optimizing the basic public service supply structure,improving the financial transfer payment system,and accelerating the reform of the administrative system,Establish a service-oriented government.
