The Power Of Impeachment And Its Exercise Model To Local Officials In The Ming Dynasty

The ancient Chinese monitoring system began in the Qin and Han dynasties and was supplemented by developments in the Tang and Song dynasties.Ming Taizu abolished eunuchs and set up six subjects for the reshuffle.The Supreme People's Procuratorate,as the highest supervisory authority of the Central Government,assigned 13 supervisors to monitor the imperial history of the country.For the monitoring power enjoyed by the Ming Dynasty censors,it is contained in the article: “The Fufu asks for the right,and the citation is the heaviest”.Therefore,the study of the monitoring system of the Ming Dynasty cannot be separated from the study of impeachment rights of imperial history.This article takes the imperial power of imperial examination of Ming Dynasty as the research object.Through analyzing the constitution of impeachment right and the exercise mode of impeachment right,this paper makes a detailed investigation on the essence of impeachment right and impeachment procedure in Ming Dynasty.Then analyze the status and role of the impeachment right in the monitoring power,and investigate the positive effects of imperial power enjoyed by imperial history in the process of social governance in the Ming Dynasty.Finally,by examining the supervision of the Ming Dynasty censors and the legal responsibilities that the imperial census carried out during the impeachment,the author summarizes the supervision system set up against the censors in the Ming Dynasty.At the moment,the thirteenth National People's Congress passed the "People's Republic of China Supervision Law" and re-established China's national monitoring system.The State Supervision Commission has been established as the supreme supervisory organ of the country and has given it the power to supervise and perform the duties of supervision,investigation and disposal.This article analyzes and examines the impeachment rights of the imperial past of Ming Dynasty and hopes to extract the historical experience that can be used for the further improvement of the national supervision system.
