With the increasing degree of reform and opening up,people's freedom of migration is also increasing,and railway transportation,as the main tool of migration,has also played an increasingly important role in modern social life.The railway transportation,especially the high speed rail transport brings convenience and comfort to the people's life,and the railway public security organs should also face the more serious security challenge of the passenger and freight transportation.As a full-time railway public security organ responsible for the safety of railway passenger and cargo transportation,the level of its work performance will be directly related to the safety of the people's life and property and the safety of railway freight transportation.Therefore,railway public security organs need to further improve the quality and efficiency of maintaining railway transportation safety and cracking down on crimes.In view of this,this paper takes Railway Public Security Bureau as an example to discuss the construction of performance indicator system of railway public security organs.On the basis of the theory of "rational economic man hypothesis","principal agent" theory,"performance management theory" and "public security policy theory",on the basis of the achievements of excellent performance management at home and abroad,according to relevant laws,administrative regulations,departmental rules and other normative documents issued by the state,In accordance with the working attributes of the relevant business departments of the railway public security organs,according to the working attributes of the relevant business departments of the railway public security organs,according to the guidance of the principles of comprehensiveness,relevance,service organization objectives,variable terms,result orientation,extensive participation and the principles of SMART,a set of applicable to railway public security organs is constructed.The performance marking system.The aim is to reduce the cost of law enforcement service and case handling of railway public security organs,and improve the efficiency and effectiveness of law enforcement service and case handling.In this paper,the railway public security organs have adopted the evaluation method of subjective and objective combination in the performance work.In the design of performance marking,it is also combined with objective signs and subjective signs to get comprehensive and objective evaluation results.Besides,internal and external safeguard conditions can make the performance indicator system of railway public security organs run effectively and play a role.The internal conditions are mainly composed of strengthening the work of the party building,the importance of the leadership,the degree of ensuring the information of the human and property,and the application degree of the evaluation results;the external conditions are mainly composed of the coordination and coordination of the diversified evaluation subjects,other departments and other government departments.This paper combines the performance evaluation theory with the work of the railway public security department,and constructs a set of performance marking system for the railway public security department,which is also a preliminary attempt to combine theory with practice,and the standard system has general applicability.Therefore,the different departments of the railway public security organs in the various levels in the actual application process can be combined with their own actual conditions to carry out the choice and use of specific emphasis.
