Research On The Force Of Public Security Volunteers

Public Security Volunteers are those who engages in works concerning order maintenance and public security precaution,and they are a part of the social volunteer force.They have a wide range of features concentrating on society,mass as well as public security besides,they boast of a large number of personnel and various forms of activities.their activities can be divided into individual and organized ones.The areas of public security precaution in which they are involved are also extensive.In fact,public security volunteers have played an important role in the order maintenance.Meanwhile,Chinese government has also greatly appreciated and supported the development of public security volunteers.In 2003,the Ministry of Public Security and the CYL Central Committee issued the “ Program on the Implementation of the National Plan for Safeguarding Public Security Volunteers to Build Cities” pointing out the necessity of launching public security volunteer work and requiring grass-roots communities to take the initiative to develop volunteering causes for order and peace.Under the leadership of local public security officers,the residents in the communities are encouraged to participate in public security precaution in the forms of patrolling protection,neighborhood watching,etc.In the new era,public security precautions have become more diversified,which placed higher requirements on personal capabilities of public security volunteers and more challenges on the construction of security volunteer teams However,There are many gaps in the system of recruiting and assigning tasks to the volunteers.Moreover,The incompleteness of relevant rules and regulations has led to the unclear legal positioning of law and order volunteers,ambiguous law enforcement qualifications,and ineffective protection of volunteers' rights.In some places,government support is insufficient.The shortage of funds constrain the development of the volunteer team and the inadequate training and poorly managed management of the public security forces have led to various mishandled situations in assisting public security efforts,thus affecting the social stability and the image of volunteers.Therefore,we should fully draw on the existing and comparatively successful public security force operation mechanisms in China,the advanced management experience of British and American auxiliary police and voluntary police management models as well as the building of China's civil defense forces in Taiwan.Besides,we should improve our legislation and personnel management systems,innovate the fund-raising mechanism and other methods to regulate the management and operation of the safety and security volunteers,so as to create a better social security precautionteam for maintaining social order in a comprehensive way.
