Research On Community Correction In Xilinhot City From The Perspective Of Social Governance

In March 2018,on the first ministerial passage of the Two Sessions,the minister of justice Zhang Jun expressed that the proportion of parole would be significantly increased to let criminals gradually integrate into society though community correction.It is undoubtedly a great challenge for community correction,and also puts forward new requirements for judicial administration.Community correction is in line with the concept of modern social governance and rule of law.To some extent,community correction is better than traditional imprisonment.,and is more conducive to the rehabilitation of criminals.After years of practice and running-in,community correction in China has accumulated certain experiences of localization.However,as a whole,there are still many problems in the process of development,such as low social awareness,lack of legal basis and social organization development,poor cohesion between relevant functional departments,and so on.In the new era,as the higher requirements for the innovation of social governance system,the corresponding community correction system should further improved to follow the pace of the times.Based on the elaboration of the basic concepts,combining the present situation of community correction in Xilinhot,this paper aimed to conclude existing problems,such as the institutional mechanism is not perfect,the regulation education is programmed,the security service of community correction objects is not in place,the basic construction of community correction is weak,the public participation degree is low.Additionally,the reasons of the unformed conception about diversified social subject participation,the imperfect laws and regulations,the lack of the corresponding system and mechanism construction,the insufficient financial guarantee,and the shortage of human resources were analyzed deeply.Finally,this paper put forward some relevant countermeasures,such as changing the governance concept,speeding up the legislative process,strengthening the system construction,increasing the capital investment,and cultivating social forces to provide a certain reference during the progress of community correction in China.
