Under the background of the establishment of market economy system,we strive to create a service-oriented government with both high service quality and high service efficiency.Administrative service center as an innovation of local government reform in our country,the efficiency of its staff is the key to building a service-oriented government.Organizational citizenship behavior as a kind of behavior beyond the reward and punishment system of formal contract,plays a significant role in promoting the efficiency of organizational management and organizational performance.However,the traditional management mode of public sector in our country focus on “responsibility behavior ” management but less put organizational citizenship behavior into consideration.It is therefore important to study the organizational citizenship behavior of public-sector staff who should have public service spirit.The research object of this paper is the impact of organizational justice on staff organizational citizenship behavior in administrative service center.This paper based on the theory of organizational citizenship behavior to put forward the research hypothesis,constructs the conceptual model of the organizational justice impact on the organizational citizenship behavior.The organizational justice as an independent variable,and organizational citizenship behaviors of the identify organizations,assist colleagues,love and respect their jobs,maintain interpersonal harmony and protect organizational resources are dependent variables.To explore the impact of organizational justice on staff organizational citizenship behavior from three dimensions of the distributive justice,procedural justice,interactive justice.Through an online questionnaire survey on staff of total thirteen administrative service centers from five districts and eight counties in Fuzhou,Fujian Province.The 271 questionnaires were conducted data analysis by AMOS21.0 and SPASS17.0 software.The paper use structural equation model to explore the impact of organizational justice on staff organizational citizenship behavior in administrative service center.The study found:(1)distributive justice has weak impact on organizational citizenship behavior of staff in in administrative center.This may be due to the distributive justice is more inclined to motivate the “responsibility behavior ”.(2)Organizational procedure justice has significant impact on organizational citizenship behavior of staff in in administrative center.The generation of organizational citizenship behavior may be more dependent on the evaluation of the systems,agencies,and authorities by the staff of administrative service center.(3)Organizational interactive justice has more important influence on organizational citizenship behavior of staff in administrative service center.It shows that organizational citizenship behavior of staff in administrative service center is for the purpose of obtaining the sense of achievement and belonging.Therefore,this article believes that we should follow the principle of justice in personnel management and pay attention to both of explicit incentive and implicit incentive...
