Research On Local Government' Emergency Management Of Marine Fishing Vessels

In recent years,China's fishing boats have gradually moved from "offshore" to "far sea",especially some fishing boats have entered the sensitive sea area operations,which is likely to lead to ship friction,collision and other maritime emergencies.As the "front line" of maritime emergencies,how to effectively prevent and respond to the marine fishing vessel emergencies,and how to protect the rights and interests of the state and crew to the maximum extent is the main focus of this study.This research takes the theory and definition of emergency and public crisis management as the breakthrough point,selects the grass-roots government to investigate the emergency incident of fishing vessel in Shenghu Town,Jinjiang City,Fujian coastal area.Based on the theory of public crisis management cycle,this paper analyzes the emergency incident of fishing vessel in Shenzhen and Shanghai town,and investigates the countermeasures of the government in different periods,such as before,during and after the incident,and so on.Further analysis of the problems and reasons,found that the grass-roots government in response to maritime fishing vessel emergencies,such as there are no related plans in advance,in the event of cross-functional,post-duty dislocation and other prominent problems.Finally,according to the theoretical analysis And incident investigation,in view of the current situation and the different types of events,based on the theory of the public crisis management cycle,and using the relevant knowledge of public management,we propose to improve the grass-roots government's precautions in advance and bring into play the communication and coordination in matters.The optimization suggestions such as strengthening the post-protection and so on provide samples and ideas for the basic government to improve the emergency response ability of fishing vessels.
