As the largest sector linking the government,society,and the public,Government services occupy an important position in realizing the modernization of the country's governance system and capabilities.Its development is inseparable from the Internet.In the context of the vigorous implementation of the “Internet + government services,” People reflect “difficulty points,pain points,blockages” problems about “lots of certification,difficult cases”,“strange proof,circular proof”.Studying the "one account,one window and one network" government service model is of great significance to the modernization of the country's governance capacity.Based on the theory of localization of governance theory and the theory of e-government,Innovatively integrate the central idea of governance theory into the construction of e-government,this study starts with the needs of the era of the “good to people” and “good to government”,combines the excellent experiences of pilot cities to clarify the key points and difficulties in achieving the target model: The mutual recognition of departmental information is shared;departmental business coordination;online platform construction.And then put forward the path to effectively achieve the target model: information sharing based on the rule of law thinking;process reengineering based on humanistic thinking;conditional guarantee based on information technology.At the same time,based on the investigation and analysis of citizens' satisfaction with the government service model of Wuhan Citizens' Home,Identify problems and suggestions.Comprehensive different region's service status which formed by economic,political,and cultural differences,put forward targeted Countermeasures.
