Research On The Coordination Mechanism Of "One Internet Service" From The Perspective Of Government Process Reengineering

This paper takes X District Administrative Service Center as the object to study the coordination mechanism of the "One network can handle all administrative matters" reform.The paper mainly introduces the background of the topic,the significance of the research,the related research at home and abroad and the main research methods,etc.It defines the concepts of "One network can handle all administrative matters" and the administrative coordination mechanism,introduces in detail the concept of the government process reengineering theory,the analysis framework and the appropriateness of the government process reengineering theory to solve the core problems of this research,and tentatively proposes the analysis framework of the "One network can handle all administrative matters" coordination mechanism based on the perspective of government process reengineering.Secondly,the author combed the development process of X District Administrative Service Center under the background of "One network can handle all administrative matters" reform,and then analyzed the current situation and operational effectiveness of the coordination mechanism of "One network can handle all administrative matters" in X District Administrative Service Center based on relevant theories and first-hand data obtained from field research in X District Administrative Service Center.Then,under the analysis framework of "coordination subject-coordination object-realization mechanism",the paper expounds the difficulties existing in the coordination mechanism of "one network communication office".through interviews,it is found that there are some difficulties in the coordination subject,such as the mismatch between the powers and responsibilities of district-level administrative service centers and the complicated feedback process of the reform demands of grass-roots administrative service units.at the coordination object level,the conflicts of interests between the lead unit and the coordination unit departments and the lack of willingness to reform and cooperate among government departments become the difficulties.in the realization mechanism,there are some problems,such as the gap between online service and the masses' information literacy,the relative disconnection between the supervision and evaluation system in the reform process,etc.At the same time,the causes of the above-mentioned difficulties are mainly concentrated in four aspects.The negative effects brought about by the drawbacks of the bureaucratic hierarchy system itself,the contradiction between the choice of technical arrangements and the integration of government functions in the procedural coordination mechanism,the conflict between the decentralization of government power and the macro-goal of reform,and the risk aversion ideology increase the difficulty of coordination among departments.Finally,the author tries to put forward an effective way to optimize the coordination mechanism of the "One network can handle all administrative matters" from the four dimensions of top-level design,coordination subject,coordination object and implementation mechanism.In the top-level design dimension,the rule of law is taken as the principle,the basic principles of top-level design are clarified,and the legal system of the coordination mechanism of the "One network can handle all administrative matters" is perfected.In the dimension of coordination subject,push the administrative power to sink to the administrative service center,and open up the upward communication channel within the administrative system at the same time;In the dimension of coordination object,the extension and application of "One network can handle all administrative matters" within the government should be increased to alleviate the conflicts of departmental interests,and the cooperation within the government should also be strengthened to create a cultural atmosphere of "One network can handle all administrative matters".In the dimension of realization mechanism,it puts forward optimization paths from multiple perspectives,such as strengthening citizens' information literacy education,perfecting the performance evaluation system of "One network can handle all administrative matters",promoting the standardization of government service basic data,constructing the multi-subject participation mechanism of "One network can handle all administrative matters",and innovating the supervision methods of "One network can handle all administrative matters" before,during and after the event.
