Research On Community Public Services Purchased By X District Government Of Kunming

Under the guidance of Guidance on government buying services from social forces and Decisions on comprehensively deepening reform major issues,the reform of government buying services from social forces was gradually reach a common agreement.Series of regulations,rules and applications produced by central and local governments were gradually and comprehensively rolled out across the country.The Guidance was also a sign that the behaviors of our government purchase public service from societal forces has been elevated into the state action and was started to expand from pilot to nation.In special,community public service has attracted increasing public attention.Aimed at the objective of effective supply community public service provide by State Thirteen-Five planning,community public service was become an important purchase area of public service.community public service was closely related to life quality of community members,several problems and challenges were continue emerged as the develop of government buying services from social forces.Therefore,a way to keep the quality of public service at diversified community under the situation of government purchase public service from societal forces was imperative.In this paper,the public community services purchased by district government was studied to discuss the developing predicament and analysis the influence factor,as the result,several promoting strategies for government purchase public community services were suggested.Firstly,the basic theory and related concepts of government purchase public community services were organized and defined respectively,then stated study according to New Public Management theory and Service-oriented Government theory.Secondly,according to the macro environment of government purchase public service and aimed at X district government,comparing the characteristic of government purchase public service policy.Then,sampling and field research sub-district administrative office and other community related to public service purchase at X district,generalizing the characteristic,buying process,service rangeetc.of such public service purchase,analyzing the shortage of public service purchase at X district.Finally,according the results of case analysis and expertise suggested several policies for the develop of X district government purchase public service in current and future.
