Since the sixteenth National Congress of the Communist Party of China, open selection has become an important way of selecting and appointing cadres. It not only broadens the horizons of selection and appointment, structures a platform for excellent cadres, but also introduces a competitive mechanism for selecting and appointing cadres on the basis of openness, fairness and justice. It will contribute to curbing the unhealthy tendencies of selecting and appointing cadres and establishing a good oriented selection and appointment process. However, there are still some problems and shortcomings to be further improved and standardized.Based on the research of competence, this thesis studies the open selection process for party and governmental leading cadres at the primary level with the method of literature research, historical analysis and case study. First, the background, the scholars’main view on the competence and open selection system, the main content and methods of the thesis are described and introduced. Second, competence, open selection for party and governmental leading cadres and other related concepts are explained, the theories of human resources management and leadership are listed. Then, the development process and procedures of open selection for leading cadres are reviewed, and the main competency-based problems of open selection and some restricting factors in the implementation are analyzed. Finally, on the basis of the relevant theories and practice, a few proposals in job descriptions, qualifications review, written tests, interviews and evaluating cadres are put forward. This thesis shows that the open selection for party and governmental leading cadres at the primary level based on competence will focus more on the assessment of a candidate’s competence in the position. It will contribute to selecting those who are better qualified for the job. I hope it will provide some information and reference for further standardizing the open selection process for party and governmental leading cadres at the primary level.
