The Research On The Legal Issues Of The Social Common Governance Of Food Safety

"The country people,hunger breeds discontentment,food to safety first,so food safety is one of the most important social and livelihood issues.The relationship between food safety and each of us is closely,because food safety problems will affect every people's health,even life safety,and with the rapid development of our country economy,the improvement of people's living standard,people pay more and more attention and concern about food safety issues.But food safety incidents are often occurring at the moment,stimulating the nerves of the people.Especially after the exposure of some malignant food safety incidents,it caused a very bad social impact.So how to solve this problem has become a major issue before us.In October 1,2015,the new law on food safety in People's Republic of China was formally implemented,which is considered the hardest food safety law in history.The third item of the new food safety law is "prevention oriented,risk management,whole process control and social co governance" in food safety work,and establish a scientific and strict supervision and management system.This food safety law first wrote the principle of "social co governance" into the law,which means that the principle of social co governance must be applied to solve the problem of food safety in China at the present time.Therefore,in the face of the present situation of food safety and the existing problems in China,it is also necessary to put forward the principle of social co governance.But how to implement the principles of food safety and social co governance in a realistic way,which requires us to do more in-depth research and put forward feasible suggestions combined with the actual situation,so as to further improve the legal system.Social co governance of food safety is a comprehensive and systematic project.We need to systematically consider the behaviors,rights and obligations,responsibilities and legal systems involved in food safety co governance.This article mainly from the food safety governance situation and the problem oriented,and learn from some foreign countries about some advanced experience of food safety social cohabitation,linked to the reality of our country,food safety and social research system of governance relationship between the main stage of different behaviors,and obtained some current problems and causes China's food safety management system,according to the research conclusion,put forward to strengthen the supervision of the government,including operators,industry associations and self-discipline,autonomy and consumer public participation supervision,governance subject system composed of government,enterprises and industry associations and the public one of the four,all were clear the main responsibility for treatment between subjects,so that the food safety community governance is clearly the most important aspect of all participants,CO governance and accountability In particular,we should strengthen the social public participation in the legal protection of the common governance of food safety,and then provide theoretical support for the realization of the social co governance of food safety.
