Evaluation Of Local Government Governance Based On Public Service

In recent years,the economy of China has developed rapidly.As the economy has grown rapidly,it has also triggered a series of social problems,such as the lack of supply of social public services,the increasing differences of regional development and the severe environment problems.It is closely related to the governance model of government that has long been formed in China.In order to speed up the transformation of regional economic development methods and industrial restructuring,higher requirements are placed on local governance of government.Accelerating changes in local governance models of government and building a modern governance system of government have gradually become the focus of local government in China.At the same time,the research on the current governance level of government and the transformation of service-oriented government have also become a hot topic tracked by scholars of domestic and foreign in recent years.In view of the above research background,this article first made a review of domestic and foreign literature,and on the basis,it redefined the connotation of government governance.It is believed that the core of local government governance is the provision of social public services,but the evaluation system contains a very wide range of content of the domestic and international government governance,and it is difficult to effectively assess the level of supply of local public services in our country.Therefore,according to the perspective of government governance,this paper evaluates local government governance from the perspective of public services.Secondly,this article gives a detailed introduction to the relevant theories of government governance,clarifying the relationship between government governance and the provision of social public services from different perspectives.Through the study of the government governance model in different periods of our country,we find that the division of financial power of central and local government,the evaluation mechanism of administrative officials,the participation of the public and the change in demand are the important factors influencing the level of public service provision.In the empirical aspect,this paper uses the entropy method to select appropriate public serviceindicators to comprehensively evaluate the level of local government governance.Through the calculation of index weights and scores,it is found that(1)In general,the supply of local public services in our country is relatively short and local.The level of government governance is relatively low,but it is still rising slowly.(2)There is a clear regional difference in the level of local government governance.The higher level of governance is mainly concentrated in the eastern coastal provinces where the regional economic develop better.(3)The development of regional infrastructure construction and public utilities,as well as the improvement of social security system can effectively improve the level of local government governance.At the same time,the central government's policy support and the local government's financial expenditures play an important role in local government governance.Finally,the paper proposes corresponding countermeasures and suggestions for the reform of local government governance model in order to accelerate the transition to governance of service-oriented government.
