Research On China's Local Government Public Service Supply Under The PPP Model

In recent years,with the continuous improvement of China's economic level,the public demand for a variety of public services is increasing.At the same time,at this stage,the financial difficulties of local governments in China have some limitations in meeting the public needs,so the contradiction between supply and demand of public services is becoming more and more prominent.Therefore,PPP,a new mode of public service supply,will be the best choice to alleviate this contradiction.The PPP mode is different from the traditional single supply mode.It is a kind of market-oriented supply between monopoly supply of government departments and complete privatization.The purpose is to enable the government and the market to give full play to their respective advantages.The whole article is studied from four aspects.First of all,gives a detailed analysis and elaboration on the current situation of PPP mode in the supply of local government public services in China,and explains the related concepts.Secondly,mainly discusses the problems and causes of PPP mode in the process of local government public service supply from three aspects: market access and recognition,operation system and practical application.Thirdly,Through the analysis of classical cases at home and abroad,this paper summarizes some experience and Enlightenment of the good development of PPP model;Finally,puts forward corresponding countermeasures from three aspects: the cognitive level of PPP model,relevant legal system and the cultivation of professional personnel,in order to ensure that PPP model can be further improved in the supply of public services of local governments in China.In the process of research,this paper mainly uses the new public management theory,public service theory and principal-agent theory,adopts the literature analysis method and comparative analysis method,at the same time,absorbs the experience of foreign experts,scholars and successful cases of PPP mode,in order to realize the effective supply of PPP mode of public service of local governments in China,and further promote the sustained and rapid development of China's economy.
