Study Of The Standardization Construction Of Public Security Organization Under Perspective Of The Rule Of Law-take D City As The Example

The rule of law is the only way and the fundamental way to build a socialist country with Chinese characteristics.Since the 2008 law enforcement standardization construction,comprehensive and thorough going efforts to promote public security organ,and have issued a series of laws and regulations to standardize law enforcement activities,made significant effect,but also in the process of actual execution exist some shortcomings.In this paper,in the perspective of D city,from the perspective of public management,in order to "rule of law government" "service-oriented government" "law enforcement credibility" and other related paper as the theoretical basis,on how to improve the public security organ law enforcement standardization construction system studies this problem.The study found that the problems in the standardization construction of public security organs in D city include: the enforcement supervision is not in place;The level of the law enforcement team is not clear;The law enforcement guarantee is not perfect;The law enforcement system is not sound.Investigate its reason,lies in two aspects: one is D,the public security organ's own problems,including law enforcement management become shallow,fine enough,optional straightforward,lack of the rules,the law enforcement police law enforcement and weak supervision,loophole;First,the common problems of public security organs are mainly reflected in the need to improve the standardized construction system of law enforcement in the social transformation period,and the law-enforcement team can not keep up with the pace of standardized construction of law enforcement.The,by referring to the advantages of law enforcement standardization in developed countries such as the United Kingdom,Singapore and the United States,the author puts forward suggestion: improve the law enforcement system;Optimizing law enforcement mechanism;Strict law enforcement administration;Strengthen the construction of legal team;We will improve law enforcement.
