With the constant growth of China's economy,the living standard of our people has also risen sharply both materially and spiritually,so is the life expectancy of Chinese people.The whole country has ushered in an era of "silver wave."It was indicated in the 19 th Party Congress report that building policy system and social environment which respect and care the elderly has been attached importance again.However,the current institutional support and home-based care for the aged can hardly meet the present-day demands.The old-age care problem has become very urgent.The State Council's Opinions on Speeding up the Development of Old-age Care Services in 2013 pointed out,“China's old-age service industry has advanced rapidly.With home-based care as the foundation,community service for the aged and institutional pension as the support,the wholesome elderly care system has been taking shape.the government encourages public charity organizations,with proper focus,to support old-age care service,to participate in the building of old-age care institutions and the development of old-age care products,and to prop up the old-age care services,so that public charity organizations will become an important force in the development of the old-age care industry.In September 2016,the promulgation of "Charity Law” has specified the regulations on the charity industry thus to provide legal supports and restrictions to charity-assisted services for the elderly.Under this circumstance,community careservice for the aged,advocated by the government,is more suitable for the elderly in China than other forms such as home-based and institutional support care.In this regard,the elderly could enjoy professional nursing services without having to be away from their children.As one of the main bodies providing community care services for the elderly,charity organizations not only enable the aged to receive material and equipment donations,but also entitle them to enjoy the care and services provided by professionals and volunteers in terms of cultural and recreational entertainment,medical care,and psychological comfort.The paper analyzes three main bodies providing community care service for the elderly,i.e.charitable organization,community,and government.The three together have made great contributions to the promotion of community care services for the elderly by charity organizations.The paper,resorting to field surveys,interviews,and questionnaires,try to analyze the status quo and problems of community A in Chongqing,which is an example of community care services for elderly by charity organization.Besides,Countermeasures and recommendations are also discussed to this end.The exposition of this paper will be conducted in seven parts.Chapter one will introduce the research background,the purpose and the significance of the paper.Besides,literature review and methodology of the study will be also involved in this chapter,within which a detailed review of relevant domestic and foreign researches will be listed and analyzed.Chapter two is about the core concepts and related theories used in the paper.Definitions will be given to the community care service for the aged,charity organization as well as community service for the aged for elderly by charity organizations.Other concerned theories introduced here include new public service theory,social governance theory and welfare pluralism theory.Chapter three will analyze the necessity of charity organizations' participating in community service for the aged,elaborating on the effect and achievement by participation of charity organizations,pointing out the fact that the current institution support and home-based care for the aged can hardly meet the present-day demands,besides,the gradual maturity of charities offer a new way to promote the innovation of community care service for the aged.The categories and participating models of those charityorganizations are also discussed in this chapter.Chapter four will involve case study.The paper will take Chongqing,a city with high proportion of ageing population,as the specific test subject to research the operation of community care service for the aged by charity organization.Community A is taken as the example to illustrate the current living condition of the elderly in Chongqing,investigating the basic situation and post-service effect of community service for the aged by charity organization through interview and data analysis.In chapter five,the paper,starting with the data derived from chapter four and domestic situation at present,will discuss the deficiency of community care service for the aged of charity organizations from the perspective of the government,charity organizations,communities,and individuals respectively.The causing factors for these deficiencies will also be talked about.Chapter six raise specific approaches to addressing the above-mentioned deficiencies and propose plausible channels for community care service for the aged by charity organizations.The relevant aspects will include to what extent the government could delegate its power and its supervision,management and operation within the charity organizations itself as well as participation and training of volunteers.Chapter seven will elaborate on the expectations of the future intelligent community-based elderly care and future community care service for the aged by charity organizations.
