In recent years,the central stressed the strict control of institution establishment repeatedly.The eighteenth people's congress explicitly puts forward the “controlling institution establishment strictly,reducing the number of leadership positions”.Since the operation of a new session of the central government,the Prime Minister Keqiang Li stressed "fiscal support staff can decrease only".As a result,under the circumstance of the decreasing institution establishment and the control of total amount,it becomes an emphasis and difficulty that the government needs to solve,that is,to manage the institution establishment dynamically,to develop the use efficiency of the institution establishment,and to make sure that the fiscal support staff never increases.The key breakthrough is the optimization and control of the number of fiscal support staff.Based on the reality,policy,theories and so on,this article reveals the background of this topic,and based on comprehensive elaboration of the present research and historic evolution of this problem,makes clear the subject of the research content,structure,and innovation.Taking the business institution establishment resources status quo of city C in shandong province as the origin of analysis,this article summarizes the object and target of the optimized control of total amout of fiscal support staff,puts forward the concept of the optimized control of fiscal support staff and illustrates five aspects of the necessity: strict control of organization establishment,improvement of the organization establishment of five levels,accelerating the development of economic and social science,reducing administrative costs,and improvement of the level of public service.Based on the analysis of the status quo,the paper analyzes the problems that existing in the optimization and control of the amout of fiscal support staff,i.e.,the lack of scientific index,the slowness of the process of institution reform,the adjustment difficulty of the institution staffing,the unscientific reality of the mechanism of the optimized control of the institution establishment in public institution and so on.This paper also specifically analyzes the realistic bottlenecks of the above problems,and further derivates the "optimized control problem" of the fiscal support staff in public institution.Based on the above analysis,this paper proposes the concept and the countermeasures and suggestions of "optimized" controls of fiscal support staff in public institution.Its realization mainly bases on the total amount control of a perfect institution of fiscal support personnel,inventory management,dynamic adjustment and supervision for insuring four systems,formulating diversified model using the staffing verification standards,opening up ways of buying services from the public through the government power.This paper systematically studies the optimal control problem of fiscal support staff in public institution.The results of this study are of great reference value and significance in controlling the total amount,digging the existing potential,optimizing the allocation of resources,and the effective control of the total number of the fiscal support staff,etc.
