Research On "Service-oriented Policing" Construction At The Local Police Station

At present,China faces a special period of social transformation,which includes numerous profound changes in social structure,the public security organs of the law enforcement service has not kept pace with the development requirements of the times and meet the expectations of the people,the daily law enforcement service behavior alarming police station public security organs as direct contact with people's life,it is directly related to the credibility of law enforcement of public security organs and social justice.The report of the 19 th CPC National Congress put forward the goal of "building a service-oriented government satisfying the people",which provides us with a foundation for the construction of "service-oriented policing".The "Opinion on the Framework for a number of Major Issues on Comprehensively Deepening Public Security Reform" pointed out that one of the overall goals of deepening public security reform is to consummate and advance the modernization of the national governance system and ability as well as build a modern operational mechanism of police service compatible with the socialist system of rule of law with Chinese characteristics.Under the new situation,the public security organs should standardize the police's law enforcement behavior and strengthen the sense of service,adhere to the mass work,protect public security,need to maintain good relations between the police and the people,and achieve balanced development of society and economy.Based on the theory of public service,through the methods of questionnaire and interview,this paper studies the current situation and existing problems of Y's "service-oriented" policing construction,and analyzes the causes of the problems.This article holds that,facing the complicated situation at home and abroad,the reform of police service is imperative,and it is of great practical significance to build a service-oriented police service.In addition,combined with the advanced experience at home and abroad in this paper,according to the local police station "service police" failed to put in place the dilemma,put forward specific measures,for example,to improve the police ideological understanding,enhance service awareness;improve the police professional quality,clear its own position;to strengthen the propaganda,raise public awareness;increase coordination of efforts to promote Department of communication;strengthen mechanism construction,improve the responsibility system etc.Therefore,this article tries to use the theoretical analysis and practical experience for reference to promote the construction of "service policing" of the public security organs.
