In recent years,with the transformation and upgrading of the economic,the change of people’s living standards and ways,rural tourism presents a diversified development trend,experiential rural tourism come into being.It pays more attention to the actual participation and psychological needs of tourist,and more satisfy the needs of the modern public.Its development requires not only rich rural tourism resources,but also the support and guidance of governments at all levels.Most of the researches on experiential rural tourism in China mainly focus on research perspective experiential product development,experience motivation and so on,but there is almost no research from the government’s role.This paper according to the idea of putting forward questions,analyzing problems and solving problems,adopts a combination of quantitative and qualitative methods,based on the research status at home and abroad,the theory of government failure and Maslow’s hierarchy of needs and The theory of harmonious development are taken as the theoretical basis,performs a systematic analysis of the role of the government in promoting experiential rural tourism in Hebei.This paper makes a detailed analysis of the resource conditions,geographical location,policy conditions and experience service facilities of experiential rural tourism in Hebei province,and then finds out the necessity that rural tourism must be transformed and upgraded into experiential rural tourism;Combining investigation and analysis,we can find out the insufficiency of government function in the development of experiential rural tourism in Hebei province,mainly related to the relevant departments responsibilities being not clear,the experience of product development and publicity being not in place,lacking of supervision and the poor quality of market practitioners,and then analyzes the reasons from the management system,planning guidance,market supervision,tourism education and other aspects.Next,carry out quantitative analysis of the key factors of government in the development of experiential rural tourism using the method of AHP in Hebei province.The paper puts forward the Countermeasures for the government’s function orientation in the development of experiential rural tourism.This paper breaks the traditional writing routine that the countermeasures must correspond with causes and countermeasures,According to the problems and reasons of government function in the development of experiential rural tourism in Hebei province and the quantitative analysis results of the government,to draw the countermeasures and suggestions that the government to promote the experiential rural tourism development,In accordance with the importance and urgency of the order: Strengthen the potency dimension of the exploit and propaganda of experiential rural tourism products;Strengthen legal system guarantee and market supervision;Vigorously carry out tourism education;Perfect relevant experience rural tourism planning;Adhere to the model of sustainable development.
