| With the achievement of the goal of building a moderately prosperous society,the standard of living of our people has leapt,prompting a shift in their consumptionattitudes.The transformation has led to a rapid increase in people’s spending on tourism and the continued rapid development of the tourism industry.The report of the 20 th Party Congress points out that the revitalisation of industries should be continuously promoted.The revitalisation of the industry must be based on the development of all-for-one tourism as an inherent requirement.All-for-one tourism,as a large module of modern tourism,has gradually developed a new situation of all-area tourism development.All-for-one tourism is a new development concept based on the purpose of coordinated economic and social development of the countryside,with tourism as the focus,which is different from the traditional tourism model and meets the requirements of the all-factor,all-round and all-region linkage of the all-for-one tourism industry,responding to both the tourism market demand and successfully promoting industrial revitalisation.The government is the coordinator and regulator of the market and plays asupervisory and guiding role in the development of the immature all-for-one tourism model.In an era of diverse and rapid tourism development models,there are still problems of uneven development of tourism resources and tourism market failure in all-for-one tourism,which to a certain extent hinder the development of all-for-one tourism.Based on this,the thesis will study the regulatory problems in all-for-one tourism from the perspective of government regulation,and seek ways to promote the optimisation of government regulatory functions and better play the role of the government in the context of the development of all-for-one tourism,so as to better promote the development of all-for-one tourism.Taking District D as an example,this paper analyses and summarises the necessity of the government’s regulatory function in the tourism industry by reviewing relevant literature at home and abroad.On the basis of the new public service theory and public governance theory,the positioning and current situationof the government’s regulatory function in promoting the process of all-for-one tourism in District D is analysed using the method of literature analysis and questionnaire survey.The results point out that although the government of District D has made initial regulation of the all-for-one tourism in District D,there are cases of lack of position,overstepping and misplacement of the government’s regulatory function.The thesis exploratively proposes that the government should actively carry out the optimisation of regulatory functions in the development of all-for-one tourism,and optimise measures in terms of enhancing the concept of government regulation,improving tourism legal policies,clarifying the main responsibilities of departments and encouraging the participation of multiple parties in society,so as to solve the problems such as market failure of all-for-one tourism,thus carrying out the optimisation of government regulatory functions and boosting the rapid development of all-for-one tourism,which provides a theoretical basis and a basis for the development of all-for-one tourism in China.It provides a theoretical basis and practical experience for the development of all-for-one tourism in China. |
