A Study On The Cost And Performance Of The Villagers' Election In The Western Region

With the continuous acceleration of the process of socialist modernization in China,the rural society has undergone tremendous changes.Especially after the 19 th CPC National Congress,new strategy of Rural Revitalization is put forward,and proposes to establish a rural governance system which combines the rule of law,autonomy and rule by virtue,which brings new opportunities and new requirements for the development of rural society in our country.This requires us to keep pace with times n the governance of rural society,and combine with the governance at the national level.The political life in rural areas,in particular,should be combined with the political construction of the country as a whole.As The most important political activity in rural society,The villagers' election campaign is closely related to the production and living of the rural population,the whole process of grassroots democracy in China,and the process of national governance capacity and modernization of the governance system.It can be said that villagers' election is an indispensable link in the process of modernization of rural society.In 2005,the Ministry of Civil Affairs issued “Notice on the completion of the election of villagers committee in 2005”(Hereinafter referred to as the notice).The notice clearly states that we should try to reduce the cost of election in the election work.This is the first time that the cost concept of villagers election has been put forward for the first time in the central document.Before that,the concept of villagers' election cost has always been vague.After the issuance of the document,the concept of villagers' election cost gradually appeared in the public's perspective,and the degree of concern is enhanced.But it needs to be pointed out that the cost here is still mainly an economic concept,that is,the investment of the electoral funds,in fact,the concept of cost is not only found in economic theory,but also in the theory of sociology and political science.In terms of the nature of the villagers' election activities,it is an important social and political activity in the rural society,it is not enough to investigate only from theeconomic level,and also need to pay attention to the social cost and political cost arising from the election practice.In the process of villagers' election activities,the input of election cost is designed to produce good performance,to better serve the rural society,the service in our country grass-roots democracy construction,Therefore,from the perspective of costs and benefits,there is a close relationship between the cost and the income of election.When we investigate the performance of villagers' election,we must consider the cost of election.Based on the election practice of S village in P town of Sichuan Province in 2017 and combined with the situation of previous two elections in the village.Observing and counting the costs of various types of elections based on the fact that there is a general analysis of the cost of the election in the process of the election.This paper is composed of six chapters:The first chapter is the introduction which mainly introduces the reason,purpose and significance of topic selection,literature review,core concepts,basic theory,research methods,key difficulties and innovations in research.The second chapter is the situation of villagers' election in village S,this paper did a field survey of the village of S,and looked at the conditions of the samples,the election results,and we're going to analyze the election from the height of the theory.The third chapter is the cost of the villagers' election,on the basis of case analysis,in the process of the villagers' election campaign at the cost of analysis,according to the different properties,the cost to the division of economic cost,social cost and political cost,at the same time again to further refine each cost,form of various costs and bearers are discussed.The forth chapter is the performance of villagers' election,based on the comprehensive grasp of the election cost,combined with the results and effects of villagers' election in S village,and observed its election performance.The fifth chapter is the impact of election cost on election performance,from the analysis of election cost and the observation of election performance.We find the cost of election will produce an impact on the election performance.This part focuses on this impact.The sixth chapter is the cost control and performance improvement of villagers' election",the ultimate purpose of this paper is to seek the path of cost control and improve the method of election election performance,first of all to control the cost of the election,and control it in a reasonable and effective range,reduce the impact of the election cost on the performance of the election,and finally seek the way to improve the performance.By summarizing the data from the field research,the paper observes and statistics the various types of costs in the election,and tries to build a cost index system for the villagers' election activities so as to better understand the cost of the villagers' electoral activities.From a deeper point of view,through the cost-Performance Analysis of the villagers' electoral activities,a feasible way to improve the performance of the election is explored.In practical sense,it is more conducive to the advancement of the process of villagers' autonomy in China,and also helps to realize the organic integration of rural governance and national governance.
