Study On The Role Of Local Government In The Construction Of Characteristic Towns

As our country has entered into the new era,featured towns have taken the role of creating the new-type of urbanization featuring of our country's characteristics.It has contributed to strengthening the regional and local competitiveness,promoting supply-side structural reforms,accelerating the reconstruction of urban and rural life.Also it has helped boost rural regeneration.Zhejiang,a province located in the southeastern of China,is the birthplace of featured towns,which has been breaking through the block economy and the bottleneck of resources.As the result,it has upgraded the industrial structure and taken the lead in exploring the new-type urbanization model in our country.What's more,the practice has made favorable explorations and accumulated the valuable experience.The year 2018 was an essential year for the implementation of featured towns.As a new thing,many problems have been exposed during the two years of construction such as destroying the original environment,following the trend blindly,which have deviated from the original purpose of construction.With the process stepped into a higher level,more problems will be showed.The construction of featured towns has created a new model of government guidance,enterprise leadership,and social supervision.Therefore,strengthening the study of the role of local governments in the construction of featured towns and redefining the relationship between the government and the market will promote the process the new-type urbanization.Also it makes importance to rejuvenate the countryside.The Z town,which was selected in this article,is the first batch of featured towns in the country.It also has important reference value for other regions to learn from experience and optimize government functions.The paper combines the features of urbanization with our own characteristics with the rejuvenation of rural areas in the new era.It takes the garden city,industrial agglomeration,multi-center governance as it's theoretical basis.Firstly,with the method of researching the literature and books,the paper has discussed the development history of the characteristic towns in China systematically and comprehensively and analyzed the construction status.Secondly,the paper has taken Z town as the research object,by the case analysis method to analyzed Z town's location,history and culture,industrial development conditions systematically.Therefore,the paper has summed up the Z town's government,which plays vital roles of the overall planning,broadcasting the silk brand,policy support,and culture inheritance and innovation.However,it has also summarized the problems which existing in the current such as lacking sufficient industrial support and professional talents.Thirdly,a comparative analysis method was used to analyze the successful the government construction of domestic and foreign featured towns playing a role in providing experience for the construction of Z towns.In the last,we can clarify the orientation of government functions,build cultural towns with characteristic townships,establishing supporting security systems to establish a comprehensive process for the construction of featured towns.
