| As an important service department for economic development,the tax department bears the sacred mission of "gathering wealth for the country and collecting taxes for the people".Currently,with the continuous expansion of the scale and scope of tax revenue,the fundamental,pillar,and guarantee role of taxation in national governance is becoming more prominent.The service requirements for tax collection and management are becoming higher and higher,and the demand for high-quality cadres in the tax industry is becoming increasingly urgent.It is particularly important to solve the bottleneck problem that currently restricts the continuous improvement of the construction of the tax system cadre team.This paper takes the current situation of the construction of the cadre team in the tax system of H City as the research object,and puts forward effective strategies to improve the construction of the cadre team in the tax system of H City based on the relevant public management theories,such as the personnel position matching theory,the Two-factor theory,Maslow’s hierarchy needs theory,etc.This study deeply analyzes the problems and root causes of the existing cadre team management model by collecting basic personnel information data,using methods such as data review and questionnaire survey,and proposes feasible suggestions.Research has found that the construction of the cadre team in the tax system of H city mainly faces problems such as imbalanced talent structure,mismatched personnel functions and positions,insufficient positive incentive effectiveness,and insignificant educational and training effects in talent development and training,personnel arrangement and job allocation,incentive role play,and education and training.Through comprehensive analysis of the collected questionnaires,strategies and suggestions are proposed to coordinate and plan talent cultivation work,improve job allocation to improve job adaptability,adopt scientific methods and methods to enhance incentive effectiveness,and improve education and training mechanisms.By studying the above-mentioned problems in the tax system of the city,analyzing the reasons,and proposing countermeasures,we aim to provide effective reference for the construction of the tax system cadre team in H city. |
