The development of high and new technology and the production and application of scientific and technological achievements have become the goals of all countries over the world to develop and the main way to enhance national competitiveness.In the face of multiple rounds of sanctions from the West,Russia has suffered from the shortcomings of a single economic structure.Thus,Russia has made many efforts and attempts to establish an innovative economic and technological power.Among them,the establishment of high-tech zones is the key project,but the results achieved unsatisfactory.This article takes the Skolkovo High-tech Zone as the latest negative case,combining the innovation economic theory from the Western perspective and the historical evolution of Russian science and technology policy,to deduce the reasons for the stagnation of the Skolkovo High-tech Zone project and give advice on developing high-tech zones of Russia.In the first chapter,this article firstly combines economics and history to explain the definition of innovation.Innovation development refers to a country or a region that realizes a qualitatively changed development model through the stimulation of various innovation factors.And on this basis,an element analysis of the innovation economy theory is carried out.The theory holds that a country 's innovation development is not nonlinear but a multi-factor network interaction model,in which enterprises,institutions,education and training institutions play a particularly important role.From a theoretical perspective,the main problems of the Russian innovation economy are caused by the defect of the system and the rule of law.Based on the first chapter,the second chapter analyzes the historical factors of Russia's innovation and its impact.Top-down,national mission-oriented,and radical innovation policies have left Russia with many scientific achievements,but also have historical problems such as lack of innovation motivation,research politicization,and brain drain.The third chapter of the article will focus on the development and implementation of the Skolkovo High-tech Zone,and explore the reasons for the repeated failures of Russian innovation projects through case studies.According to data and theoretical analysis,the study found that Skolkovo has significant problems in R & D investment,talent training and education,and information flow mechanisms.As far as the problem is concerned,this article combines the historical experience of Russia to make suggestions to Skolkovo: First,clarify the revenue and financial situation and get rid of the over-reliance on the national financial support.Second,enrich the development field and actively seek business opportunities.Third,develop a formal and informal communication model to avoid stalemate in technical exchanges.Fourth,the development of diffusion-oriented science and technology policies,and accumulation of resources will be more conducive to technological innovation to drive the sustainable development of the economy.Chapter 4 summarizes Skolkovo 's lessons and raises concerns about Russia 's national innovation economy.
