Study On The Predicaments And Countermeasures Of Non-Governmental Organizations' Participation In Public Security Governance

In the period of economic transition and social structural transformation,China has entered public security incidents that are prone to frequent and prolonged periods.The total number of public safety problems has remained high,the complexity has intensified,potential risks and new hidden dangers have increased,and the difficulty of prevention and control has increased.The interaction between traditional and non-traditional security factors,systems and non-systematic risks affect each other and pose new challenges for public safety.Based on the characteristics of sudden,uncertain,and public characteristics of public safety incidents,the government should play a leading role in public safety governance.Public safety governance must effectively and reasonably mobilize all aspects of society and achieve synergies to quickly respond to public safety.event.The government,citizens,non-governmental organizations,and other social forces all participate in the effort to achieve common governance through social co-governance and a sound public safety system.This article illustrated the case of Grace Public Welfare Development Center in Xu Zhou City,based on the theoretical foundation of risk society theory,market failure theory and government failure theory,collaborative governance theory and principal-agent theory,from the basic situation,development status,and participation advantages,the specific exploration of the implementation of the public welfare development center for the participation of the public welfare development center has been specifically combed.Through the combing of specific practices,the predicament and reason for the participation of Grace Public Welfare in public safety quality are further analyzed.Incorporating the practical experience of foreign NGOs in public safety governance,Starting from the perspective of the issues involved in the process of NGO participation,the government,non-governmental organizations,and the society are proposed to improve non-governmental organizations participation in public security governance.
