A Study On Fostering Self-organization Of "Three Society Linkage"

Since 1990 s,our country has continuously promoted the construction of urban and rural communities,prompting the transformation of the traditional unit management system into a modern social co-governance management model.The earliest community self-organization in China emerged in the process of community-building.Community self-organization has these characteristics: spontaneity,non-government,and openness.It is a bottom-up andself-government model.It is still at the primary development stage in China.In recent years,the community self-organizationhas been continuously responding to requirements of the development of time and community governance,it is increasing its own development strength,and playing an increasingly important role in the mechanism of the “three linkages”.Community self-organization experienced a very short development time in China,so it met many problems.The generating and fostering of community self-organization needs a long-term accumulation process.This article takes “Caizhu”Association of H community as the research object,deeply investigates the HCommunity Neighborhood Committee and Community Social Work Organizations,and Caizhu Association.Although community self-organization plays an important role in community governance,community democracy,community culture,and community environment,its own capacity still has to build,and its external environment still has many problems to solve.Specifically,these problems are mainly manifested: the initial target orientation is not clear;self-organizing members are highly dependent,sustainable development ability is not strong,self-organization members are less malleable,community self-organizing members are less able,and lack core Excessive intervention from leadership,external forces,and poor self-organizational independence.Therefore,self-organization of grassroots communityneeds internal and external empowerment in participating in community governance.In this process,it is necessary to strengthen the self-organization of “competent people” in the community and improve the cohesiveness of the organization;to maintain the positive interaction of community resources and achieve maximizing organizational effectiveness;stimulating the self-organization of the community and forming an independent position;innovating the self-organizational cultivation of the community and creating a linkage between the three agencies.Through the cooperation of community neighborhood committees,community self-organizations,and community social work organizations,a new type of community governance co-construction model is created to increase the self-organizing cultivation experience of the community and promote the healthy development of community self-organization.
