The Study On Huang Xuchu's Political Thoughts

Huang Xuchu served as the chairman of the Guangxi province from 1931 to 1949,and he had ruled Guangxi for 19 years.His personal growth was closely linked with the change in Guangxi and even the whole country.The contradictions between the Chinese nation and Japanese imperialism,the Kuomintang and the Communist Party,as well as the internal conflicts in the KMT faction were all reflected in his thoughts.We can peek into his rich political thoughts from a lot of his speeches and political practices.The article discusses Huang Xuchu's political thoughts in four parts.The first part introduces his life experience.The formation of Huang Xuchu's political thoughts had a close relationship with his family history,educational experience and his perception of the political situation.The second part introduces Huang Xuchu's concept of the Three Principles of the People.He regarded it as the only correct way to cure China.His understanding of the Three Principles of the People experienced a process,in which his understanding is more deeply.In terms of nationalism,his anti-Qing ideology developed into aggression against the imperialist countries.His understanding of democracy and the people's livelihood became deeper and deeper after he became the chairmanship of the Guangxi province,and he expressed great importance to local self-government.He closely linked the three-self policy of Guangxi with the Three Principles of the People and incorporated his own insights according to practical requirements in order to implement the construction of Guangxi's local autonomy.The third part discusses Huang Xuchu's thoughts of local autonomy.The formation of local autonomy had a specific historical background.And the contents of his local self-government ideology combined with the actual situation in Guangxi.He regarded "Guangxi Construction Program" as the fundamental law of Guangxi,improved the grass-roots political organization,reformed the cadre appointment mode,and used the "central power" of the militia to promote the political,economic,cultural,and military construction of Guangxi.The fourth part analyzes the characteristics and limitations of Huang Xuchu's political thoughts.He combined his political thoughts with political practices,and highlighted the important role of grassroots organization and "people" in local self-government construction.On the one hand,he recognized Chiang Kai-shek's leadership over the country and advocated cooperating with the Chinese Communist Party in order to increase the anti-Japanese power.On the other hand,he also believed that the Kuomintang Central Government did not implement Mr.Sun Yat-sen's Three Principles of the People effectively,which aggravated the chaos in the country.He had a skeptical and negative attitude toward communist theory.Therefore,Huang Xuchu's practice of local self-government in Guangxi had considerable implications for maintaining the independence of Guangxi.The attitude towards the Chinese Communist Party also changed from cooperation to suppression when the War of Resistance against Japan was about to win.These all showed the complexities and limitations of his thoughts.
